NPIOI LEADERSHIP STRUCTURE & ACTIVITIES
NPIOI Steering Committee
Given the importance of the NPI for the health care industry over the next two to three years, the significant impact that it will have on providers, health plans, clearinghouses, vendors and others, and the critical role that outreach plays in the successful planning and transition process, we recommend that the NPIOI be positioned as a new WEDI Initiative (as opposed to a short-term task group or working group activity.) The following organizational structure, governance and liaison relationships are recommended for the NPIOI:
I. A WEDI Initiative.
The NPIOI will be considered a new WEDI initiative and incorporated accordingly into the WEDI operating structure. The Initiative will have a defined mission, goals, management structure, budget, and staff and volunteer resources.
II. NPIOI Steering Committee Oversight.
The WEDI Board will appoint a Steering Committee to oversee the Initiative. The Steering Committee will be responsible for planning and implementing the NPIOI mission and goals, with the WEDI Board of Directors having the final approval responsibility and authority for all budgetary allocations, policy recommendations and overall direction of the Initiative.
- The Steering Committee will be comprised of the following members (which shall be WEDI members) appointed by the Chair of the Board of WEDI:
- A representative from the WEDI Education Committee
- One of the co-chairs of the WEDI NPI PAG
- A representative from the WEDI SNIP Steering Committee
- A representative from the WEDI SNIP NPI Subworkgroup
- A representative from the WEDI Regional Affiliates Workgroup
- A representative from CMS
- Two provider representatives (large/small, urban/rural)
- Two health plan representatives (public/private)
- Two representatives from clearinghouse/software vendors
- Two representatives from standard development organizations/data content committees (X12, HL7, NCPDP, NUCC, NUBC, ADA)
- The chairs of the various Workgroups created by the Steering Committee
- The Chair of the Board of WEDI shall appoint no less than 2 co-chairs to lead and facilitate the work of the NPIOI Steering Committee. The Co-Chairs shall be appointed to the SNIP Steering Committee to ensure cross-communication and liaison.
- The NPIOI Steering Committee will provide oversight of the Initiative’s activities.
III. Operating through Workgroups
The NPIOI Steering Committee will establish Workgroups to implement its mission and goals. Workgroups will be formed with volunteers from the industry at-large, and will have a defined charter, deliverables and timeline. An initial list of Workgroups is provided below.
IV. Relationships to Other WEDI and WEDI SNIP Groups.
The NPIOI will build upon and closely coordinate with the work being done by other WEDI and WEDI SNIP groups, including the WEDI Education Committee, the WEDI NPI Policy Advisory Group, the WEDI SNIP Steering Committee, the WEDI SNIP NPI Subworkgroup, and the WEDI Regional Affiliates Workgroup. Additional information regarding these inter-relationships is provided below.
V. Funding and Support.
Support for the Initiative will be provided by industry volunteers and WEDI. The Initiative will be positioned to seek funding to support the implementation of its goals and projects from a variety of funding sources, including federal agencies, national foundations, health care organizations, and others.
