CMS Announces New Office of Health Technology and Products. The Centers for Medicare & Medicaid Services (CMS) announced the formation of the new Office of Health Technology and Products (OHTP), effective June 9. This new organizational component will provide enterprise leadership and oversight for CMS health care technology modernization, digital products, and transformation of platforms and services supporting Medicare, Medicaid, the Children's Health Insurance Program, and other CMS-administered programs. OHTP is comprised of the following: (i) Open Source Program Group; (ii) Standards & Interoperability Group with the Division of Data and Interoperability Platforms and Division of Policy; (iii) Product Development Group with the Division of Core Products and Division of External Products; and (iv) Digital Service at CMS.
CMS NSG Releases CY 2025 HIPAA Complaint Enforcement/Compliance Report. The CMS National Standards Group (NSG) released the “Calendar Year 2025 Complaint Enforcement/Compliance Review Analysis Report” compiling the complaint reports received and investigated. A total of 140 complaints were received against various entities for investigation, with the top complaints involving the X12 Health Care Claim Payment/Advice (835), X12 Health Care Claim, Professional (837P), and X12 Eligibility, Coverage, or Benefit Inquiry (270/271). Examples of complaints included delayed delivery of electronic remittance advice, requirement to submit information not part of the standard electronic claim format, and refusal to conduct HIPAA standard transactions. Under the Compliance Review Program, over 70 compliance reviews were conducted. The most frequently identified areas of noncompliance involved the 835, X12 Health Care Services Review – Request for Review and Response (278), and 270/271. Examples of issues included failure to meet the requirements of the implementation guide and the standard format for submitting transactions.
House Appropriations Committee Passes Amendment Blocking Funding of CMS WISeR Model. The House Appropriations Committee, during markup of the Fiscal Year (2027) Labor, Health and Human Services, Education, and Related Agencies Appropriations Bills, added and approved an amendment blocking funding of the CMS Wasteful and Inappropriate Service Reduction (WISeR) Model. The amendment specifically states that “None of the funds made available in this Act or any other Act may be used to implement CMS-5056-N, "Implementation of Prior Authorization for Select Services for the Wasteful and Inappropriate Services Reduction (WISeR) Model", or any such model that implements prior authorizations in traditional Medicare.” The bill, as amended, will now be reported to the House.
ONC Announces Release of US Quality Core Implementation Guide v0.5.0. The Office of the National Coordinator for Health Information Technology (ONC) announced the release of the 2026 US Quality Core Implementation Guide (IG) v0.5.0, which is the initial version of the U.S. Quality Core Fast Healthcare Interoperability Resources (FHIR®) IG. The IG builds on US Core and aligns with existing Health Level Seven (HL7) quality standards to implement USCDI+ Quality data elements for standardized quality data exchange. The companion US Quality Core Inferno Test Kit is available on GitHub for local use and will be deployed on the Inferno test kits page in the coming weeks to support validating conformance to the IG. A recorded demonstration of the IG and test kit will also be made available.
CMS Releases FY 2027 ICD-10 Code Files. CMS released the International Classification of Diseases, 10th Revision, Clinical Modification (ICD-10-CM) Fiscal Year (FY) 2027 diagnosis and procedure code files. The ICD-10-CM Diagnosis Code files include the FY 2027 Code Tables, Tabular, Index, and Present on Admission Exempt Code List and are posted to the CMS website. The diagnosis code files will also be made available on the CDC/NCHS website. The FY 2027 ICD-10-Procedure Code System Procedure Code Files and Guidelines have been posted to the CMS website. These codes are to be used for discharges occurring from October 1, 2026, through March 31, 2027.
NIST Announces Reorganization of AI Collaboration Work. The National Institute of Standards and Technology (NIST) announced the reorganization of the previous Artificial Intelligence Safety Institute Consortium (AISIC), formed in November 2023, into the NIST Artificial Intelligence Consortium. The AISIC had brought together more than 280 organizations to develop science-based and empirically backed guidelines and standards for artificial intelligence (AI) measurement. The AI Consortium has a revised scope and is reissuing an invitation to organizations to submit letters of interest to collaborate with NIST, non-profit organizations, industry leaders, universities, and other agencies of the federal government in addressing the challenges associated with the development and deployment of AI-based innovations. The AI Consortium will collaborate on the establishment of a new measurement science that will enable the identification of proven, scalable, and interoperable techniques and metrics to promote the development and use of AI. New interested organizations can submit a letter of interest. Organizations that are already members of the AI Consortium are not required to reapply.
Joint Commission Announces Voluntary “Responsible Use of AI in Healthcare Certification.” The Joint Commission announced its new certification program, “Responsible Use of AI in Healthcare (RUAIH)” certification. The development of RUAIH follows its initial guidance released in 2025, in collaboration with the Coalition for Health AI (CHAI), to assist health care organizations safely and effectively implement AI. The certification program focuses on the safe, reliable, transparent, and ethical use of AI by organizations and includes standards on: (i) Governance; (ii) Effective data management; (iii) Risk and bias reduction; (iv) Monitoring, evaluating, and validating safety performance, effectiveness, and responsible use; and (v) Transparency, education, and training.
HSCC CWG Publishes Cyber AI Governance Framework. The Health Sector Coordinating Council’s Cybersecurity Workgroup (HSCC CWG) published the “Health Industry AI Cyber Governance Framework Implementation Guide” that addresses cybersecurity and privacy challenges that the health care industry faces with the adoption of AI in clinical and operational ecosystems. The guide provides resources for the identification and mitigation of AI-specific cyber risks, including data poisoning, model drift, and adversarial attacks in relation to the health care regulatory environment. The framework also establishes core AI cybersecurity governance objectives for organizations, along with best practices and practical tools for roles and responsibilities, inventory management, contractual language, and incident response playbook.
