The Health Insurance Portability and Accountability Act of 1996 (HIPAA) named “health claims attachments” as one of transactions that the Secretary of the Department of Health and Human Services (HHS) was to adopt a standard for to enable health information to be exchanged electronically. March 24, 2026, that standard was adopted in the Administrative Simplification; Adoption of Standards for Health Care Claims Attachments Transactions and Electronic Signatures Final Rule (CMS-0053-F) with an effective date of May 26, 2026. The deadline for covered entities to implement the claims attachments requirements is May 26, 2028.
